Civil Independence Industries (CII) is a full-service road maintenance and surfacing contractor, providing clients with an integrated solution from initial scoping and technical planning through to final delivery.

Our strength is our ability to bring together the people, plant, materials, technical knowledge and logistics required to deliver complete packages of work — particularly in regional and remote locations where resources can be limited and careful planning is critical.
Rather than engaging and coordinating multiple contractors and suppliers, our clients can rely on CII as a single point of contact to manage the complete scope.
Who we are
Established in 2018, Civil Independence Industries Pty Ltd (CII) specialises in the construction and repair of flexible pavements. CII currently has two depots which are located in Toowoomba, Queensland and Parkes, New South Wales. CII is a multi-disciplined contractor offering services including asphalt surfacing, asphalt placement, asphalt manufacture, road profiling, bituminous spray sealing and crack sealing. These services are available to a wide range of clients including local and state government, civil contractors, and private customers.
CII is an accredited asphalt contractor with the Department of Transport and Main Roads (DTMR) and Transport for NSW (TfNSW). CII operates under a certified Integrated Management System to the following management systems, standards and guidelines: Quality Management Systems ISO 9001:2015; Occupational Health and Safety Management Systems AS/NZS 45001:2018 and Environmental Management Systems ISO 14001:2015.
Complete capability
CII can become involved from the earliest stages of a project. Our experienced team can inspect and scope proposed works, assess treatment requirements, develop spray seal designs, assist with programming and determine the plant, materials and resources required to deliver the works efficiently.
This capability allows CII to take a project from initial assessment and planning through to mobilisation, construction and completion.
Regional capability
Remote projects present challenges that go well beyond completing the physical works. Long travel distances, limited local resources, material availability, accommodation, plant movements, bitumen logistics and changing site conditions all need to be considered before crews arrive on site.
Our people understand these challenges because we work and live in these environments. CII has experienced personnel who understand what is required to successfully plan, mobilise and deliver works across regional and remote areas. We focus on getting the planning right upfront, ensuring the necessary people, plant and materials are available when they are needed.

Not every client requires the same level of support. CII can provide an individual service, such as bitumen delivery, profiling, crack sealing, spray sealing or asphalt works, or we can take responsibility for a complete integrated package.
Whether the requirement is supply only, full service, or complete project delivery, we tailor our approach to suit the project and the resources available to the client.
By combining our technical capability, experienced crews, specialised plant and established supply and logistics network, CII can reduce the complexity of delivering road maintenance and surfacing projects.
For our clients, that means fewer interfaces, less coordination between multiple contractors and greater accountability for delivering the complete scope.

How we operate
Manufacture, testing, placement, sealing and profiling are CII capabilities delivered by CII people and CII plant.
Traffic staging, night works, handback times and community disruption are resolved before mobilisation, not during it.
Inspection and test plans, production records, application rates and compaction results are kept and handed over.
Depots at Toowoomba and Parkes keep crews, plant and asphalt supply near the regional road networks CII serves.
